General information regarding Annual Authorisation Fees
Why have I received an Authorisation Fee Notice from the Point to Point Transport Commissioner?
Point to point transport law sets out the conditions of authorisation for taxi and booking service providers. The payment of an annual authorisation fee is one of these conditions of authorisation.
Authorisation fees are normally invoiced soon after the end of each financial year. If you were authorised at any time during the financial year, you will receive a Fee Notice.
When do I need to pay my annual authorisation fee?
You are required to pay the annual authorisation fee by the due date shown on the Fee Notice issued to you.
All authorised service providers must pay regardless of the number of passenger service transactions carried out in that financial year, and the fee is payable even if you did not carry out any passenger services.
For example, Mohammad was authorised as a booking service provider for the first two months of the 2024/25 financial year. During that period, he did not provide any passenger services. On 1 September 2024, he surrendered his authorisation. Mohammad will be required to pay an authorisation fee of $619 for the 2024/25 financial year because he was authorised to provide point to point transport during July and August of 2024. If Mohammad had surrendered his authorisation before 1 July 2024, he would not have been required to pay an authorisation fee for the 2024/25 financial year.
What information does the Authorisation Fee Notice include?
The Authorisation Fee Notice will include your authorisation details, the authorisation fee amount, the due date and payment options. It is usually sent soon after the end of each financial year.
How is the authorisation fee amount calculated?
The authorisation fee amount you must pay is based on the number of passenger service transactions you carried out in that financial year.
A passenger service transaction is a record of the key information relating to a point to point passenger journey (or trip). If it is a rank or hail passenger service in a taxi vehicle, the passenger service transaction is created when the trip begins. If it is a booked passenger service in a taxi, hire or rideshare vehicle, the passenger service transaction is created when the booking for the trip is made.
If you are authorised to provide both taxi and booked services, the number of passenger service transactions for each authorisation are combined.
Do authorisation fees change each year?
Authorisation fees are adjusted each year to reflect changes in the Consumer Price Index (CPI) as reported by the Australian Bureau of Statistics. These adjustments are a requirement of point to point transport law. The Commissioner will publish a notice on the Point to Point Transport Commission website each year which details the fees for the next financial year. Any change to the authorisation fee will be based on the March CPI figures.
Payment of the authorisation fee
How do I pay my authorisation fee?
Payment can be made via the portal.pointtopoint.nsw.gov.au. To do so, follow these steps:
- Log in to the ‘Authorised Service Provider Portal’.
- Click on the ‘Payments’ tab (left side of screen).
- Select the ‘Authorisation fee’ payment.
- Click the ‘Pay’ button.
- Follow the prompts to complete the payment.
Can I pay my authorisation fee before the due date?
Yes, payment can be made at any time before the due date.
Can I pay my authorisation fee over the phone?

What happens if I don’t pay my authorisation fee by the due date?
You need to pay the authorisation fee in full by the due date shown on the Authorisation Fee Notice.
I would like some additional time to pay, or I am unable to pay my authorisation fee. What should I do?

Revenue NSW have payment options available for people experiencing hardship. For more information about this, please refer to the revenue.nsw.gov.au webpage.
Note that you will need to contact Revenue NSW immediately to negotiate a payment plan. Your authorisation as a service provider can be suspended if you have unpaid and overdue authorisation fees, in which case you cannot continue operating your point to point transport business.

What if I disagree with the passenger service transactions range that has been determined?
Your passenger service transaction range is calculated using the data from your 2024/25 Passenger Service Levy (PSL) returns:
- If you lodged monthly PSL returns during the 2024/25 financial year, then your passenger service transaction range for the year has been calculated using that data. (Monthly PSL returns can be checked in the Industry Portal.)
- If you lodged an annual PSL return (or submitted an annual figure) for the 2024/25 financial year, then your passenger service transaction range falls into the “Fewer than 20,000” range.

I am a wedding car provider or small tourist transport operator. Do I still need to pay?

I am exempt from the Passenger Service Levy (PSL). Do I still need to pay an authorisation fee?
Yes. If you were authorised at any time in the 2024/25 financial year, you need to pay the 2024/25 authorisation fee.
Note – the PSL is separate from, and different to, the authorisation fee:
- The PSL is payable for every rank or hail journey in a taxi vehicle, and for every booking which results in a passenger service in a taxi, hire or rideshare vehicle. Exemptions do apply in certain circumstances. For more information, refer to the Passenger Service Levy webpage.
- The authorisation fee is payable by all service providers. There are no exemptions.

Authorisation fee liability
If you are authorised at any time during a financial year, you are required to pay the authorisation fee by the date specified on the relevant Fee Notice issued to you. That date is usually soon after the end of the financial year.
What if I surrender my authorisation part way through the financial year?
If you are an authorised service provider (ASP) and you surrender your authorisation part way through a financial year, you still need to pay the authorisation fee for that financial year.
For example, Tony is an ASP who decided to surrender his authorisation on 25 July 2024. Tony will still need to pay an authorisation fee for financial year 2024/2025 as he was authorised for part of that financial year.
If Tony knew he no longer wanted to be authorised, he should have surrendered his authorisation before the end of the previous financial year (30 June 2024).
The authorisation fee Tony needs to pay for the financial year 2024/2025 will be based on the number of the passenger service transactions that were carried out during the period 1 July 2024 to 25 July 2024.
Authorisation fee calculations
The authorisation fee amount is based on the number of passenger service transactions you carry out in that financial year. If you are authorised to provide both taxi and booking services, the passenger service transactions for each authorisation are combined.
Authorisation fee notice
You will receive an authorisation fee notice each year. The authorisation fee notice will include your authorisation fee amount, due date and payment options, which include direct debit, credit card and BPAY.
Failure to pay authorisation fee
The authorisation fee notice will include a due date. You need to pay the authorisation fee by the due date. If you have not paid your authorisation fee in full by the due date, the unpaid amount will be referred to Revenue NSW who will commence collection activities on our behalf. Debts referred to Revenue NSW may incur additional fees. If you do not pay any outstanding fee to Revenue NSW, your authorisation will be cancelled. You will still be required to pay the outstanding debt, even if your authorisation is cancelled.
Annual changes to authorisation fees
Authorisation fees may increase to reflect a rise in the Consumer Price Index. The Commissioner will publish a notice on the website detailing the applicable fees for the next financial year each year. Any changes will be based on the March CPI figures.

From 1 July 2025, authorisation fees will increase in accordance with clause 45 of the Point to Point Transport (Taxis and Hire Vehicles) Regulation 2017. The authorisation Fees for 2025/26 are set out below.
