Background
From 1 July 2025, the Commonwealth Home Support Programme (CHSP) funding will no longer be redistributed by Transport for NSW which means most community transport providers will deliver at least some transport services under Commonwealth direct funding arrangements. As a result, community transport providers offering any CHSP funded trips, will need to be authorised as a Booking Service Provider (BSP) with the NSW Point to Point Transport Commissioner.
Applications for authorisation as an authorised service provider are made through the Point to Point Transport Commissioner’s Industry Portal.
The steps to apply for authorisation are laid out, step by step, below.
Step 1: Review your obligations
As a passenger service provider, you will have safety and administrative obligations.
Safety is the Commissioner’s top priority. Learn about the required safety obligations and administrative responsibilities here.
Step 2: Complete required online learning
Before you begin your application for authorisation, you will need to complete some online learning.
The required learning for community transport providers who are seeking authorisation is the course entitled ‘An introduction for Booking Service Providers’. This course will take around one hour to complete.
Use this link to set up your online learning account with SafetyCulture either on your desktop computer, mobile or tablet.
TIP! Use the same email address for your online learning account (SafetyCulture) and your Industry Portal logon (Step 4) – it will link your records across the two systems.
TIP! When you have completed the required learning, download the ‘Certificate of completion’ to your device so it is ready for Step 5.
Step 3: Prepare your documents
You’ll need the following before starting your online application. Make digital copies so they are ready for uploading at Step 5:
Certificate of completion
- Certificate, as downloaded in step 2
National Criminal History check
- Required for the applicant, and any nominated managers and directors
- Must be less than three (3) months old
- If a person has not lived in Australia for the last 5 years, they need a criminal history check from the country in which they spent most of their time.
100 Points of ID
- Required for the applicant, and any nominated managers and directors

Business structure documents
- If you are applying for authorisation as a Partnership or Company, you’ll need to submit the relevant documents
- For a company, provide the ASIC company extract and for a partnership, provide the partnership agreement.
Step 4: Register for the Industry Portal
If you do not have an Industry Portal account yet:
- Go to the Industry Portal
- Click on ‘Authorised Service Provider Portal’
- Click ‘Register here’ and follow the prompts
- Check your email inbox for a confirmation email (take note of the login username)
- Click the link in the email and create a password
- Your web browser will open and enter you into the Industry Portal
Note: Councils and incorporated businesses must register as a 'corporation'.
Step 5: Submit your application
Once logged into the Industry Portal, click ‘New Application’ and follow the prompts.
Important points to note during your application:
Corporation: The person registering will be the main contact and first nominated Director/Manager.
Driver Vehicle Dashboard (DVD): Using the DVD is recommended to help with meeting safety obligations. For more information, read our Driver Vehicle Dashboard fact sheet.
