From today 6 June 2025, new industry learning requirements have come into effect for those who want to become:
- authorised as a Taxi Service Provider (TSP) and/or Booking Service Provider (BSP)
- a nominated director or manager of an authorised service provider.
This requirement does not apply to existing authorised service providers or existing nominated directors or managers of an authorised service provider.
How does this change affect existing service providers?
Service providers should consider the learning requirements in the instance where they may be recruiting a nominated director or manager. From 6 June 2025, new nominated directors or managers for an authorised service provider must complete the required learning before applying to the Commissioner.
Why is the required learning coming into effect for new authorisaton applicants?
As the industry grows, it's critical that anyone seeking to become authorised as a service provider or a nominated director or manager of an authorised service provider, understands their legal obligations. The training requirement will help new authorisation applicants understand the necessary systems, processes, legal responsibilities, and safety obligations associated with authorisation.
Which course will become required for new applicants?
Applicants only need to complete the course which is relevant to their application.
The below table outlines the required course for each type of application:

When does the required learning need to be completed?
The required learning must have been completed within the six months prior to the application date.
For example, the completion of specified online learning on 15 February 2025 would be valid to use for an application dated 15 July 2025. It would not, however, be valid to use for an application dated 15 September 2025. In this case, the applicant would need to redo the required learning.
